Absentee and mail ballot rules

You can vote by absentee ballot in Alabama if:

• you will be absent from the county on Election Day
• you are ill or have a physical disability that prevents a trip to the polling place
• you are a registered Alabama voter who is temporarily living outside the county
• you are an appointed election officer or poll watcher at a polling place other than your regular polling place
• you work a required shift of 10 hours or more that coincides with polling hours

You must include the following with your application:

• A copy of a valid government-issued photo ID
• Your Alabama driver’s license number OR the last 4 digits of your Social Security Number

Acceptable photo IDs include:

• Alabama driver's license or non-driver ID card issued by the Alabama Law Enforcement Agency (ALEA). This ID must be current or have expired within the past 60 days.
• Digital Driver's License or non-driver ID card issued by the Alabama Law Enforcement Agency Digital (ALEA)
• U.S. passport or passport card
• Driver’s license from any state
• Pistol Permit with a photo
• Military ID with a photo
• Tribal ID with a photo
• Alabama government employee ID card with a photo
• Federal employee ID card with a photo
• Alabama Department of Corrections Release - Temporary ID with a photo
• Alabama Movement/Booking Sheet from Prison/Jail System with a photo
• Student ID with a photo from a college or university in the state of Alabama (including postgraduate technical or professional schools)
• Any photo ID card issued by the state of Alabama or the federal government

The signature on your return envelope must be notarized or signed by 2 witnesses who are 18 or older.

If you forget to sign the return envelope, or do not have it notarized or signed by 2 witnesses, your ballot will be rejected.

Any registered Alaska voter can request an absentee ballot and vote by mail.

You must include the following with your application:

• Alaska driver’s license OR non-driver ID card number
• Last 4 digits of your Social Security Number

The signature on your return envelope must be notarized, unless one is not reasonably accessible. In that case, you may sign the return envelope in the presence of a witness who is over 18 years old. The witness must sign the return envelope attesting that you cast the ballot on the date shown. In addition, you must provide an identifier, which can be your Alaska driver's license ID number, Alaska voter ID number, date of birth, or last 4 digits of your Social Security Number.

If you forget to sign the return envelope, your witness does not sign, or you do not include an identifier, your ballot will be rejected.

Any registered Arizona voter can request an absentee ballot and vote by mail.

You must include the following with your application:

• Arizona driver’s license OR non-driver ID card number
• Last 4 digits of your Social Security Number

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match.

If you forget to sign the return envelope, your ballot might be rejected. If the county is unable to verify the signature, they will attempt to contact you.

You may vote by absentee ballot in Arkansas if:

• you will be unavoidably absent from your polling site on Election Day
• you will be unable to vote in person on Election Day due to illness or physical disability
• you are an Arkansas resident who is living overseas
• you are an active duty member of the military or merchant marine who is stationed away from home, or the spouse or dependent of such a person.

The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

You must include a copy of a valid photo ID with your voted ballot. Your ID must show your name and must have been issued by the state of Arkansas, the federal government, or an accredited Arkansas college/university. The ID must be current or have expired within 4 years.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

• All California elections are vote-by-mail. This means that California will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

All California elections are held by mail. This means that California will automatically send a mail-in ballot to every active registered voter ahead of all elections.

• If you need to update your mailing address permanently, register to vote again using your new mailing address.
• If you need to update your mailing address temporarily — because you will be out of town for a specific election -- request a one-time absentee ballot.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match.

If you forget to sign the return envelope, your ballot might be rejected. If there’s an issue with the signature, your county elections office will notify you via mail, phone, email, or through the Secretary of State’s “Where’s My Ballot?” tool.

• All Colorado elections are held by mail. This means that Colorado will automatically send a mail-in ballot to every registered voter ahead of all elections.
• Colorado does not support one-time absentee ballots, so if you will be away from home during a specific election, you need to register to vote again and update the address where you want to receive your ballot.

• Pilot’s license issued by the FAA or other authorized US agency
• Colorado government employee ID card with a photo
• Federal employee ID card with a photo
• U.S. Certificate of Naturalization
• Veteran ID card with photo
• Tribal ID with photo
• Military ID with photo

Acceptable non-photo ID includes:

• Current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. This must be dated within the last 60 days.
• Certified U.S. birth certificate
• Medicare or Medicaid card issued by the Centers for Medicare and Medicaid Services
• Certificate of Degree of Indian or Alaskan Native Blood

If you forget to sign the return envelope or did not include required ID, your ballot might be rejected. If there’s an issue with the signature, your county elections office will notify you.

You may vote by absentee ballot in Connecticut if:

• You will be absent from town during all the hours of voting
• You are ill
• You have a physical disability which makes it difficult for you to get to the polls
• You are active duty within the US military
• Your religion forbids non-religious activity on Election Day
• Your will be working as a poll worker at a polling place other than your own during all the hours on Election Day

• Online applications: You can request your absentee ballot online if you have a Connecticut driver's license or non-driver ID number.
• Paper applications: If you do not have a Connecticut DMV ID, you may complete a paper application.

You must sign the statement on the return envelope. If you forget to sign this statement, your ballot might be rejected.

You can vote by absentee ballot in Delaware if:

• you are unable to vote in person due to work obligations (if you are a student, eligible incarcerated people, or are providing care to a parent, spouse, or child you may use this excuse)
• you are sick or physically disabled,
• you will be absent from your county during voting periods, or
• you are restricted from voting in person due to religious beliefs.
• you are in public service of the U.S. or the State of Delaware (or are a spouse or dependent thereof),

• Online applications: You can request your absentee ballot online if you have a Delaware driver's license or non-driver ID number.
• Paper applications: If you do not have a Delaware DMV ID, you may complete a paper application. Providing your Social Security Number on the paper application is optional.

You must sign the oath on the return envelope. If you forget to sign this oath, your ballot might be rejected.

• All District of Columbia elections are held by mail. This means that the District of Columbia will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• All District of Columbia elections are held by mail. This means that the District of Columbia will automatically send a mail-in ballot to every active, registered voter ahead of all elections.
• Voters who are away from their District of Columbia residence during the election may submit a mail-in ballot request form to have their ballot mailed to an alternate mailing address. You must include either your DC-issued driver’s license, non-driver ID, or the last 4 digits of your Social Security Number in the request.

You must sign and date the return envelope for your ballot to be valid. If you forget to sign the return envelope, your ballot might be rejected.

If you are a first-time voter, you must send a copy of a valid photo ID that shows your name and current address, or a recent utility bill, bank statement, paycheck, or another government document that contains your name and current address.

Any registered Florida voter can request an absentee ballot and vote by mail.

You must include one of the following with your application:

• Florida driver’s license OR non-driver ID card number
• Last 4 digits of your Social Security Number

You must sign the return envelope. If you forget to sign the return envelope your ballot might be rejected.

A Supervisor of Elections must notify you that your signature is missing from the ballot certificate or does not match the one on record.

Any registered Georgia voter can request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online if you have a Georgia driver's license or non-driver ID number.
• Paper applications: If you do not have a Georgia driver's license or non-driver ID, you may complete a paper application. You must provide a copy of an acceptable photo ID, or a current utility bill, bank statement, government check, paycheck, or other government document that shows your name and address. Acceptable photo IDs include:
  • U.S. passport or passport card
  • Military ID
  • Tribal ID card with a photo
  • Georgia government employee ID card with a photo
  • Federal employee ID card with a photo
  • Driver’s license from any state
  • Any photo ID card issued by the state of Georgia, the federal government, or another state

You must include your Georgia driver's license number, Georgia non-driver ID number, or the last 4 digits of your Social Security Number. This information will be compared to your voter registration documents. You must also sign the oath on your return envelope.

If your information does not match your voter registration documents, your ballot might be rejected. Your county will contact you and you will have the opportunity to correct the issue.

• All Hawaii elections are vote-by-mail. This means that Hawaii will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• All Hawaii elections are held by mail. This means that Hawaii will automatically send a mail-in ballot to every registered voter ahead of all elections.
• Voters who are away from their Hawaii residence during the election may submit an application to have their ballot mailed to an alternate mailing address. On your application, you must provide a Hawaii driver's license or non-driver ID number, or the last four digits of your Social Security Number. If you do not have any of these forms of ID, you may check the box indicating that you do not have the requested ID.

Any registered Idaho voter can request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online if you have an Idaho driver's license or non-driver ID number. You will also need to include the last 4 digits of your Social Security Number.
• Paper applications: If you do not have an Idaho DMV ID, you may complete a paper application. No ID is necessary to submit your request.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

Any registered Illinois voter may request an absentee ballot and vote by mail.

No ID is required to submit your absentee ballot request. The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

Your signature on the return envelope will be compared to the signature on your voter registration to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. If your ballot is rejected, your election authority is required to contact you within 2 days.

You can vote using an absentee ballot in Indiana if:

• You will be absent from your county on Election Day
• you have a disability
• you are at least 65 years old
• you are prevented from voting due to the unavailability of transportation to the polls,
• you will be confined due to illness or injury or you will be caring for an individual confined due to illness or injury during the 12 hours that the polls are open

• Online applications: You can request your absentee ballot online if you are already registered to vote in Indiana and can locate your voter registration record in the My Voter Portal.
• Paper applications: To submit a paper application by mail or email, you have two options for ID.
  • Option 1: One of the following numbers
    • Indiana driver’s license or non-driver ID number
    • Voter ID number from Voter Registration record
    • Last 4 digits of your Social Security Number
  • Option 2: A copy of a government-issued photo ID: The ID must be current or have expired after November 8, 2022. Acceptable photo IDs include:
    • Indiana driver's license or non-driver ID card issued by the Indiana Bureau of Motor Vehicles
    • U.S. passport or passport card
    • Tribal ID with photo
    • Military ID

Any registered Iowa voter can request an absentee ballot and vote by mail.

You must include one of the following with your application:

• Iowa driver’s license OR non-driver ID card number
• 4-digit Voter PIN from your Voter Identification Card (Voter Identification Card may be requested from your County Auditor’s office.)

You must sign the return envelope. If you forget to sign the return envelope, your ballot might be rejected.

Any registered Kansas voter can request an absentee ballot and vote by mail.

You must include one of the following with your application:

• Kansas driver’s license OR non-driver ID card number
• Copy of an acceptable photo ID, which includes:
  • Kansas driver's license or non-driver ID card issued by the Kansas Division of Motor Vehicles (DMV)
  • Driver’s license from any state
  • U.S. passport or passport card
  • Kansas concealed carry license
  • Tribal ID
  • Military ID
  • Kansas government employee ID card with a photo
  • Federal employee ID card with a photo
  • Any employee ID issued by a government office with a photo
  • Concealed carry license issued by another state with a photo
  • Public assistance ID card issued by a government office

Your signature on the return envelope will be compared to the signature on your voter registration to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. If your ballot is rejected, you will be notified by the county election office.

You can vote by mail in Kentucky if:

• you are advanced in age, disabled, or ill
• you are a military personnel or their dependent, or an overseas citizen
• you are a student who temporarily resides outside the county
• you are a voter who temporarily resides outside of Kentucky and who maintains eligibility to vote in Kentucky, such as a “snowbird”
• you are incarcerated, but not yet convicted of a crime
• you are employed outside of the county all hours the polling place is open.

You can vote in person at your County Clerk's office before Election Day if:

• you will be out of the county on election day
• you are advanced in age, disabled, or ill
• you are a military personnel, their dependent, or an overseas citizen
• you are a military personnel confined to base and learn of your confinement within seven days or less of an election
• you are a student or resident who temporarily resides outside of the county
• you are a voter or the spouse of a voter who has surgery scheduled that will require hospitalization on Election Day
• you are a pregnant woman in third trimester
• you are a precinct election officer appointed to serve in precinct other than his own, an alternate precinct election officer, County Board of Elections members or staff, Deputy county clerk, or State Board of Elections staff

You can request your absentee ballot online through the Kentucky Absentee Request Portal. You must provide your Social Security Number.

You can vote by absentee ballot in Louisiana if:

• you are 65 years or older
• you are a student or teacher located and living outside of your parish of registration, or the spouse/dependent thereof
• you are a minister, priest, rabbi, or other member of the clergy assigned outside of your parish of registration, or the spouse/dependent thereof
• you are or expect to be temporarily outside the state or absent from your parish of registration during the early voting period and on Election Day
• you moved over 100 miles away from your former residence within 30 days of Election Day
• you are involuntarily confined or incarcerated in an institution either for mental treatment (must be confined outside of your place of registration and not be judicially declared incompetent) or for a conviction (although you must NOT be serving time for a felony conviction)
• you expect to be hospitalized on Election Day and did not know until after the early voting period OR you were hospitalized during early voting and expect to be hospitalized on Election Day
• you are a participant in the Department of State’s Address Confidentiality Program

• Online applications: You can request your absentee ballot online if you have a Louisiana driver's license or non-driver ID number.
• Paper applications: If you do not have a Louisiana Office of Motor Vehicles ID, you may complete a paper application. The form requests your Louisiana driver’s license or non-driver ID number and the last 4 digits of your Social Security Number, but these are not required.

You must sign the return envelope in the presence of a witness. The witness must also sign the return envelope.

If you forget to sign the return envelope, or do not have it signed by a witness, your ballot will be rejected. The registrar of voters will contact you if your ballot is rejected.

Any registered Maine voter can request an absentee ballot and vote by mail.

No ID is required to submit your absentee ballot request.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

Any registered Maryland voter can request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online and must include the following:
  • Maryland driver's license or non-driver ID number
  • Last 4 digits of your Social Security Number
• Paper applications: Requesting a ballot sent by mail or fax does not require ID. Requesting a ballot sent by email requires your Maryland driver’s license or non-driver ID number OR the last 4 digits of your Social Security Number.

You must sign the return envelope. If you forget to sign the return envelope, your ballot might be rejected.

Any registered Massachusetts voter may request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online if you are already registered to vote in Massachusetts and can locate your voter registration record in the Mail-in Ballot Application System.
• Paper applications: No ID is required. Your signature on your application will be compared to the signature on your voter registration card to ensure they match.

Your signature on the return envelope will be compared to the signature on your voter registration to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. You will be notified by your local election official if your ballot is rejected.

Any registered Michigan voter can request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online and must include the following:
  • Last 4 digits of your Social Security Number
  • Michigan driver’s license or non-driver ID number OR acknowledge that you do not have either of these IDs.
• Paper applications: No ID is required. Your signature on your application will be compared to the signature on your voter registration card to ensure they match.

Your signature on the return envelope will be compared to the signature on your voter registration to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. You will be notified by your local election official if your ballot is rejected.

Any Minnesota resident can request an absentee ballot. If you are not yet registered, you will receive a voter registration form along with your absentee ballot.

• Online applications: You can request your absentee ballot online and must provide either your Minnesota driver’s license number or non-driver ID number, or the last 4 digits of your Social Security Number.
• Paper applications: You must provide one of the following:
  • Minnesota driver’s license OR non-driver ID card number
  • Last 4 digits of your Social Security Number
  • Acknowledgement that you do not have any of the above forms of ID

You must include your Minnesota driver's license number, passport number, Minnesota non-driver ID number, or the last 4 digits of your Social Security Number. You will need a witness when you vote and complete your ballot. The witness can be either a registered Minnesota voter or a notary. Additionally, your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match.

If you forget to sign the return envelope, your ballot might be rejected. You will be contacted if your ballot is rejected.

You can vote by absentee in-person ballot in Mississippi if:

• you will be away from your county on Election Day for any reason
• you have a temporary or permanent physical disability that renders you unable to vote in person without substantial hardship
• you are the caretaker for a person with a temporary or permanent physical disability who is hospitalized and will be with them on Election Day
• you will be away at school — either as a student, teacher, or administrator — and will be unable to vote in person on Election Day
• you are 65 years of age or older
• you will be unable to vote in person because you are required to be at work on Election Day during the times at which the polls will be open
• you are an employee (or spouse or dependent of an employee) for the Mississippi congressional delegation and will be away from your residence
• you are a member (or spouse or dependent of such a person) of the Mississippi congressional delegation and will be absent from Mississippi on Election day

You can vote by absentee mail ballot in Mississippi if:

• you are temporarily residing outside of your county of residence and need the ballot mailed to an address outside the county
• you have a temporary or permanent physical disability that renders you unable to vote in person without substantial hardship
• you are the caretaker for a person with a temporary or permanent physical disability who is hospitalized and will be with them on Election Day
• you are 65 years of age or older
• you are incarcerated and have not been convicted of a disenfranchising crime

• You must have your absentee ballot application signed by an official authorized to administer an oath, such as a notary public, unless you are temporarily or permanently physically disabled.
• If you are temporarily or permanently physically disabled, the ballot application must be signed by a witness who is 18 years old or older.

Your signature must be notarized, unless you are temporarily or permanently physically disabled. If you are temporarily or permanently physically disabled, the ballot can be signed by a witness who is 18 years old or older. If the ballot is not properly signed and witnessed it may be rejected.

You can vote using an absentee ballot in Missouri if:

• you will be away from home on Election Day
• you are incapacitated or confined due to illness or physical disability
• you are the caretaker for an incapacitated or physically disabled person
• you are restricted by religious belief or practice
• you will be working at a polling place on Election Day that is not your designated polling place.
• you are incarcerated but not yet convicted of a crime
• You are a participant in the Department of State's Address Confidentiality Program

• You must include the last 4 digits of your Social Security Number on your ballot request.
• If you registered by mail and this is your first time voting, you must also include a current government-issued photo ID. Acceptable photo IDs include:
  • Missouri driver's license or non-driver license. This ID must be current or have expired after Nov 8, 2022.
  • U.S. passport or passport card
  • Any other photo ID card issued by the state of Missouri or the federal government. This ID must be current or have expired after Nov 8, 2022.

Your signature must be notarized. If you are voting absentee due to permanent disability, illness, or confinement, you do not need to have the ballot notarized.

If the ballot is not properly signed and notarized, it may be rejected.

Any registered Montana voter can request an absentee ballot and vote by mail.

No ID is required to submit your absentee ballot request. The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

Any registered Nebraska voter can request an absentee ballot and vote by mail.

You must include one of the following with your application:

• Nebraska driver’s license OR non-driver ID number
• Copy of other acceptable photo ID, which includes:
  • U.S. passport or passport card
  • Military ID
  • Tribal ID
  • Hospital, assisted-living facility, nursing home, or any other skilled care facility ID
  • Any photo ID issued by the state of Nebraska or a local government in Nebraska
• Reasonable Impediment Certification if you are not able to include ID. This Certification is available from your local county election official or at VoterID.Nebraska.gov

• All Nevada elections are vote-by-mail. This means that Nevada will automatically send a mail-in ballot to every registered voter ahead of all elections unless that voter has chosen to opt out of receiving mail ballots.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• All Nevada elections are held by mail. This means that Nevada will automatically send a mail-in ballot to all active registered voters ahead of all elections unless you have opted out of mail voting.
• Voters who have previously opted out of mail voting who now want to receive a ballot in the mail can submit a Mail Ballot Preference Form.

You can vote by absentee ballot in New Hampshire if:

• you will be absent from your county on Election Day
• you cannot appear in public on Election Day because of religious observances
• you are unable to vote in person due to a disability
• you cannot appear during the designated polling hours because of employment obligation or childcare.

No ID is required to submit your absentee ballot request.

Any registered New Jersey voter can request an absentee ballot and vote by mail.

No ID is required to submit your absentee ballot request. The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. If your ballot is rejected, your County Board of Elections will contact you.

Any registered New Mexico voter can request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online and must provide the following:
  • New Mexico driver’s license or non-driver ID number
  • Last 4 digits of your Social Security Number
• Paper applications: No ID is required.

You must provide the last 4 digits of your Social Security Number on the return envelope. Additionally, your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

Any registered New York voter may request an early mail ballot and vote by mail.

No ID is required to submit your absentee ballot request.

Your signature on the return envelope will be compared to the signature on your voter registration card to ensure they match. If you forget to sign the return envelope, your ballot might be rejected. If your ballot is rejected, you will be contacted.

Any registered North Carolina voter may request an absentee ballot and vote by mail.

You must include one of the following with your application:

• North Carolina driver’s license OR non-driver ID card number
• Last 4 digits of your Social Security Number

You must sign your ballot in the presence of a notary public or two witnesses age 18 or older. Your notary public or two witnesses should observe that you sign the ballot, not how you vote. You must also include a copy of an eligible photo ID. If you are unable to provide a copy of a photo ID, complete the Photo ID Exception form.

A candidate in the election may not serve as witness unless the candidate is the voter's spouse, brother, sister, parent, grandparent, child, grandchild, mother-in-law, father-in-law, daughter-in-law, son-in-law, stepparent, or stepchild.

Any North Dakota resident can request an absentee ballot and vote by mail.

You must include one of the following with your application:

You must sign the return envelope and provide your Ohio driver's license number or the last 4 digits of your social security number on your identification envelope. If you do not have either number, you must include a photocopy of a different form of current photo identification. Acceptable forms of ID (must not be expired):

• Ohio driver's license
• State of Ohio ID card
• Interim ID form issued by the Ohio BMV
• A US passport
• A US passport card
• US military ID card
• Ohio National Guard ID card
• US Department of Veterans Affairs ID card

• Oklahoma driver’s license OR non-driver ID number

Your signature on the return envelope must be notarized. If you are physically incapacitated, you may sign in the presence of 2 witnesses instead of a notary.

If you return your ballot in-person to the county board of election, you must show a current government-issued photo ID. Acceptable photo IDs include:

• Oklahoma driver's license or non-driver ID card issued by the Oklahoma Department of Public Safety (DPS)
• U.S. passport or passport card
• Tribal ID with a photo
• Military ID with a photo

• All Oregon elections are held by mail. This means that Oregon will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• Online applications: You can request your absentee ballot online using one of the following forms of identification:
  • Pennsylvania driver’s license OR non-driver ID issued by the Pennsylvania Department of Transportation (PennDOT)
  • Last 4 digits of your Social Security Number. When using your Social Security Number, you will be asked to upload your signature.
• Paper applications: To submit a paper application by mail or in person, you have two options for ID.
  • Option 1: One of the following numbers:
    • Pennsylvania driver’s license OR non-driver ID issued by the Pennsylvania Department of Transportation (PennDOT)
    • Last 4 digits of your Social Security Number
  • Option 2: If you don’t have any of the above numbers, a copy of an acceptable photo ID that is current. which includes:
    • U.S. passport or passport card
    • Military ID
    • Employee ID card with a photo issued by any level of federal, state, or local government, or by an accredited Pennsylvania public or private institution of higher learning
    • Photo ID issued by a Pennsylvania care facility

You must sign and write the current date on the voter’s declaration on the outside of the outer return envelope. If you do not sign and date the outer return envelope, your ballot might be rejected.

Any registered Rhode Island voter can request an absentee ballot and vote by mail.

• Online applications: You can request your absentee ballot online and must either provide your Rhode Island driver’s license OR non-driver ID number.
• Paper applications: No ID is required. The signature on your absentee ballot application will be compared to the signature on your voter registration card to ensure they match.

The signature on the return envelope will be compared to the signature on your mail ballot application to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

You can vote by absentee ballot in South Carolina if:

• you are physically disabled
• you are away at school
• you are unable to vote on Election Day due to work, illness, or a death in the family
• you will be outside of your county on Election Day
• you will be serving as a juror in state or federal court on Election Day
• you are 65 years of age or older
• you are unable to vote at polling locations due to religious observances (presidential primaries only)
• you are a member of the Armed Forces, Merchant Marines, American Red Cross, or the spouse or dependent of someone who is

• To request your absentee ballot application, you must provide the last 4 digits of your Social Security Number. Contact your local election office to request an application.
• To complete the mail ballot application, you must provide your Voter Registration Certification Number.

You must sign the voter’s oath on the return envelope in the presence of a witness who is over 18. The witness must also sign the return envelope.

If you return your ballot in-person to the county voter registration office, you must show a current photo ID. Acceptable photo IDs include:

• South Carolina driver’s license or non-driver ID card
• Driver’s license issued by any U.S. state
• U.S. passport or passport card
• Military ID with a photo

Any registered South Dakota voter can request an absentee ballot and vote by mail.

You have two options for ID to submit with your absentee ballot application:

• Option 1: Include a copy of a valid photo ID. Acceptable forms include:
  • South Dakota driver’s license
  • South Dakota non-driver ID card
  • U.S. passport or other picture ID issued by the U.S. government
  • Tribal photo ID
  • Current student photo ID issued by a South Dakota high school or postsecondary education institution
• Option 2: Have your application notarized

You can vote by absentee ballot in Tennessee if:

• you are 60 years of age or older
• you will be outside of your county during the early voting period and all day on Election Day
• you are a full time student outside of your county
• you reside in a nursing home or living facility outside of your county
• you serve as an Election Day official
• you will be unable to vote in person due to jury duty
• you have a physical disability and are unable to vote in person
• you are a member of the military or an overseas citizen
• you are on the permanent absentee list.

You must include your full Social Security Number with your absentee ballot application.

The signature on the return envelope will be compared to the signature on file in the Elections office to ensure they match. If you forget to sign the return envelope, your ballot might be rejected.

You can vote using an absentee ballot in Texas if:

• you are 65 years or older
• you are disabled
• you will be out of the county on Election Day and during the early voting period
• you are in jail but not yet convicted of a crime

You must include one of the following with your application:

• Texas driver’s license number
• Texas Personal Identification Number
• Texas Election Identification Certificate Number issued by the Department of Public Safety (not your voter registration VUID#)
• Last 4 digits of your Social Security Number
• Acknowledgement that you do not have any of the above forms of ID.

Your signature on the return envelope will be compared to the signature on file to ensure they match. You must also provide one of the following:

• Texas driver’s license, non-driver ID, or election identification certificate number issued by Texas DPS
• Last 4 digits of your Social Security Number
• A statement that you have not been issued either of the other 2 options

If you forget to sign the return envelope and provide identifying information, your ballot might be rejected.

If you return your ballot in-person to the early voting clerk, you must show a current photo ID. Acceptable photo IDs include:

• Texas driver’s license, non-driver ID, or election identification certificate issued by Texas DPS
• Texas Handgun License issued by Texas DPS
• U.S. Military ID
• U.S. Citizenship certificate
• U.S. passport (book or card)

• All Utah elections are held by mail. This means that Utah will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• All Vermont elections are vote-by-mail. This means that Vermont will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• For General Elections, Vermont will automatically send a mail-in ballot to every active, registered voter ahead of the election.
• Voters who are away from their Vermont residence during the election may request another ballot by contacting their local election office.

You must sign the return envelope for your ballot to be valid. If you forget to sign the return envelope, your ballot might be rejected. If your ballot is rejected, your town clerk will contact you.

Any registered Virginia voter may request an absentee ballot and vote by mail.

You must include the last 4 digits of your Social Security Number with your absentee ballot application.

You must sign the return envelope and include the last 4 digits of your Social Security Number and your year of birth.

If you forget to sign the return envelope and provide identifying information, your ballot might be rejected.

Some voters may receive a notice along with their absentee ballot that they need to return identification with their ballot. If you receive this notice, you will need to include a copy of one of the following:

• current and valid photo ID (for example a Virginia driver’s license or non-driver ID);
• recent utility bill, bank statement government check, paycheck, or another government document that shows your name and current address

• All Washington elections are vote-by-mail. This means that Washington will automatically send a mail-in ballot to every registered voter ahead of all elections.
• If you need to update your mailing address temporarily for a specific election, request a one-time absentee ballot.

• All Washington elections are held by mail. This means that Washington will automatically send a mail-in ballot to every registered voter ahead of all elections.
• Voters who are away from their Washington residence during the election may contact their local county elections office to have their ballot mailed to an alternate mailing address.

You may vote using an absentee ballot in West Virginia if:

• you have an illness, injury, disability, or another medical issue that makes it hard to vote in person
• you are elderly
• you have to work during polling hours
• you will be away from home on Election Day and during the early voting period
• you are a student attending school outside of your county
• you are currently incarcerated or under home detention but have not been convicted of any felony, treason, or election bribery

No ID is required to submit your absentee ballot request.

If you are a first-time voter, you must send a copy of a valid photo ID that shows your name and current address, or a recent utility bill, bank statement, paycheck, or another government document that contains your name and current address.

Any registered Wisconsin voter can request an absentee ballot and vote by mail.

• Online applications: If you are voting in Wisconsin for the first time, you will need to upload a photo of a valid photo ID.
• Paper applications: You can request an absentee ballot by mail or submitting your paper application in person. If you have not previously provided a copy of acceptable photo ID with a prior by-mail absentee request, you must include a copy of a valid photo ID.

Acceptable photo IDs include:

• Wisconsin driver's license or Wisconsin DOT-issued ID card. This ID must be current or have expired after Nov 8, 2022.
• U.S. passport or passport card. This ID must be current or have expired after Nov 8, 2022.
• Military ID. This ID must be current or have expired after Nov 8, 2022.
• Tribal ID. This ID can be used even if it expired before Nov 8, 2022.
• Current Veterans Affairs Card
• U.S. Certificate of Naturalization issued within 2 years
• Current photo receipt from Wisconsin DOT (dated within 45 days)
• Current driving receipt issued by Wisconsin DOT

You must sign the ballot in the presence of a witness. The witness must also sign the ballot certificate. The witness must be a U.S. citizen who is at least 18 years old and not a candidate in the upcoming election.

If you or your witness forgets to sign the ballot certificate, your ballot might be rejected.

Any registered Wyoming voter can request an absentee ballot and vote by mail.

No ID is required to submit your absentee ballot request.
